Bug Fixes:

1. City, State/Province, and Zip/Postal Code in Package Associated Location are no longer required when the International Address option is enabled.
2. State in Package Associated Location now populates correctly when selected from the address suggestion.
3. Postal code validation for Dominican Republic ISPs has been corrected.
4. Tag-along items that were intentionally deleted are no longer restored after service reactivation.
5. Header text color in Quote and Payment PDFs now adjusts more effectively to the background color.
6. Duplicate late fee queue entries are now prevented when an entry already exists for the same invoice and charge date.
