Bug Fixes:

1. Change Billing Settings now includes an option to apply billing changes to non-package recurring items, allowing recurring charges to be updated along with package and service items when needed.
2. Invoice selection now correctly identifies setup fee and prorated invoices when applicable.
3. Add Ticket actions in the Subscriber Drawer now function correctly.
4. Initial loading indicator is now available on the Ticket Dashboard.
5. Ticket assignment changes in the New Tickets feature now update correctly.
6. Updating a blank subscriber location to a valid location now works correctly without errors.
