Improvement:

1. Searching for a service username is now available in the Package and Services dock of a subscriber.
2. Tooltip for eCheck Payment option is now added to clarify what it does.
3. If eCheck payment option is unchecked, a subscriber with eCheck bill method is now still able to make maypent in vPortal.

Bug Fixes:

1. When adding a package, bill start option is now saved correctly.
2. When a subscriber adds a ticket note via vPortal, the ticket can now be viewed without errors and the subscriber name is now displayed correctly as the author of the ticket note.
