Bug Fixes:

1. The Delete button is now disabled for system-generated items: Late Fee, Paper Invoice Fee, Balance Write-off, and Credit Card Surcharge.
2. The ISP Site Locations Report now shows accurate subscriber counts for IRM-enabled ISPs.
