Bug Fixes:

1. Errors when updating invoice charges with invalid tax values have been resolved.
2. Updating an appuser created from UBO now saves successfully, even if permission data is missing.
3. The Payments Received report now loads correctly even when payment history is missing.
4. The App User Rights report now includes the Close Tickets and Accounting Controls permissions.
5. The Upgrade page now displays correctly even when no upgrade packages are available.
