Minor Improvement: Video

1. A banner now notifies users of a new build instead of forcing an app reload. The banner will remain visible until the user manually refreshes the app.
2.  vNMS now supports monitoring of CPEs with dynamic IP addresses.

Bug Fixes:

1. Packages that were suspended or hibernated before their billing started and have past or current Bill Start Dates are now billed as expected upon unsuspension or reactivation.
2. Recurring items for child accounts are now correctly linked to their corresponding recurring invoices when generated by the invoicing scripts. This ensures recurring items appear as expected on upcoming invoices.
3. The makeinvoices script now supports negative amounts when the bill-full-amount option is enabled.
